EIA Commends FCC Action Strengthening the Network Against Illegal Robocalls

The Ecommerce Innovation Alliance (EIA) recognizes the Federal Communications Commission’s (FCC) recent action to remove 185 non-compliant voice service providers from the Robocall Mitigation Database (RMD). This move, effective August 6, 2025, directly prevents these providers from connecting to U.S. networks until they comply with FCC regulations.

As an organization dedicated to fostering a predictable and fair legal environment for the ecommerce industry, the EIA supports targeted efforts that enhance consumer protection without creating undue burdens for legitimate businesses.

Understanding the FCC’s Enforcement Action:

  • What Happened: The FCC’s Enforcement Bureau removed 185 voice service providers from the Robocall Mitigation Database.
  • Reason for Removal: These providers maintained deficient certifications, failed to update required information or mitigation plans despite repeated warnings, and were apparently involved in illegal robocall campaigns or failed to assist official traceback investigations.
  • Immediate Impact: All intermediate and voice service providers must cease accepting traffic from these removed companies within two business days of the order’s release. The removed providers cannot refile in the database without prior approval from both the FCC’s Wireline Competition Bureau and the Enforcement Bureau.
  • Background: The FCC established the RMD in 2020 to promote transparency and effective robocall mitigation. Providers are required to certify their robocall mitigation programs, detail their STIR/SHAKEN implementation, and commit to responding to traceback requests within 24 hours. Deficiencies in these certifications can lead to removal.

By removing non-compliant providers, the FCC directly tackles the source of illegal robocalls, which cause consumer annoyance, financial loss, and identity theft. This proactive approach helps clean up the telecommunications network.
